On Jan. 2nd, 2014, Erwei Shi, vice president of CAS and Nanping Xu, head of department of science and technology of Jiangsu province signed an agreement that CAS would give full support for the establishment and development of Jiangsu Industrial Technology Institute. Qing Yan, director of Bureau of Science and Technology for Development of CAS, Jianmin Zhou, president of Nanjing Branch of CAS and Xiaohong Gu, vice president of Nanjing Branch of CAS were invited to attend the signing ceremony.
The signing of the agreement will give strong support for the implementation of “Science and Technology Service Network Initiative 2020” (“STS-Network”) in Jiangsu province and the forming of Jiangsu Branch Center of STS Network. The establishment of Jiangsu Industrial Technology Institute is a new attempt of Jiangsu government to further deepen the reform of science and technology system, to develop a regional innovation system of industrial technology and to explore the market-oriented mechanism of technology innovation according to the spirit of the 18th Congress of Chinese Communist Party and the Third Plenary Session of 18th Central Committee of the Communist. With the same reform direction and development goals with Jiangsu Industrial Technology Institute, STS-Network aims at establishing a nationwide science and technology service network, which will be helpful for speeding up the transferring process of knowledge, technology and scientific research activities of institutes into wealth and promoting the value realization and value addition of scientific and technological achievements. Thus, the establishment of Jiangsu Industrial Technology Institute provides favorable conditions for implement of “STS-Network” in Jiangsu.
According to the agreement, Jiangsu province will give priority to support eligible CAS institutes or independent branches in Jiangsu to be member institutes of Jiangsu Industrial Technology Institute and to give them funding support to strengthen their abilities in applied basic research, technology transfer and strategic development planning and other R&D and social service competence. CAS will encourage and support the CAS institutes, independent branches of CAS institutes and other unincorporated units which are located in Jiangsu to join in Jiangsu Industrial Technology Institute, and will give them prior support with STS-Network project to ensure them first-class R&D condition and innovation strength and to conduct a market-oriented mechanism of technology innovation.
In his speech, Erwei Shi said that CAS institutes were facing a tide of profound reform as same as universities and other research institutes, and must embrace and positively cope with the reform tide to adapt to the new market-oriented mechanism of technology innovation. He emphasized the establishment of Jiangsu Industrial Technology Institute provided CAS institutes an important platform and encouraged them to participate in the Institute actively and make bold practice in Jiangsu.
In the end, Erwei Shi said the cooperation of CAS and Jiangsu in following years till 2020 would be mainly focusing on the implementation of “STS-Network”, and CAS would bind the CAS institutes, independent branches of CAS institutes and other incorporate units in Jiangsu to form a whole scientific and technological service network, and explore new mechanisms by which scientific achievements and talents could closely integrate with market demand. He wish STS Network of CAS can also closely bind with universities and other research institutions in Jiangsu to form a larger and more perfect network and can more forcefully provide service for social and industrial development of Jiangsu.
